The issue of equal educational opportunities has been one of the major concerns of Taiwan’s educational policies. Ministry of Education (MoE) endeavors to provide every student with fair and high-quality education through policies. To raise the quality of all senior high schools, MoE designs School Actualization Program (SAP) to provide funds for schools and assist them in developing actively.
